India’s Minister of State for External Affairs Pabitra Margherita visits Philippines, Palau, FSM, & Guam last week cementing ties and enhancing development cooperation.
Minister of State (MoS) for External Affairs Pabitra Margherita, concluded his official visit to the Philippines, Palau, the Federated States of Micronesia (FSM), and the United States territory of Guam from January 14 to 21, 2025. The visit marked a significant step in advancing India’s Act East Policy and its Indo-Pacific vision, fostering closer ties with the nations in the region.
Engagements in the Philippines
MoS Margherita began his visit to the Philippines on January 14, commemorating the 75th anniversary of diplomatic relations between India and the Philippines. He paid floral tributes to Mahatma Gandhi at a bust in Manila and interacted with the President of Miriam College, Laura Quiambao-del Rosario, and students, emphasizing India’s values of peace and cooperation.
The Minister met with the Philippines’ Secretary of Foreign Affairs, Enrique A. Manalo, to review the full spectrum of bilateral relations. Discussions explored avenues to enhance cooperation in areas like trade, defense, and people-to-people exchanges. Later, he called on the President of the Philippines, Ferdinand Romualdez Marcos Jr., to reinforce ties and discuss regional and global issues of mutual interest.
MoS Margherita also interacted with members of the Indian diaspora in Manila, acknowledging their contributions to strengthening India-Philippines relations.
Historic Visit to Palau
At the invitation of the Palau Government, MoS Margherita attended the inauguration of President Surangel Whipps Jr., who began his second term, along with Vice President Raynold Oilouch and the 12th Constitutional Government of Palau on January 16.
During his visit to Peleliu Island, Margherita formally handed over 12 water tanks gifted by India to support rainwater harvesting, symbolizing India’s commitment to sustainable development in Pacific Island nations. This marked the first-ever visit by an Indian Minister of State for External Affairs to Palau, underscoring the growing partnership between the two countries.
MoS Margherita’s discussions with President Whipps focused on strengthening bilateral ties, with an emphasis on development cooperation. On the sidelines of the inauguration, he held informal interactions with leaders from the Pacific region, including the Prime Minister of Papua New Guinea, James Marape, and Japan’s Foreign Minister, Takeshi Iwaya.

MoS Margherita’s visit to the Federated States of Micronesia (FSM) was another historic milestone, marking the first ministerial visit from India to the nation. During his meetings with President Wesley W. Simina, Vice President Aren B. On his way back, MoS Margherita made a brief stop in Guam on January 21, where he interacted with representatives of the Indian community. The meeting, attended by Guam’s Governor Lou Leon Guerrero, celebrated the contributions of the Indian diaspora to the island’s socio-economic development.
